Is there an easy way to disable the uploading of attachments via a setting? Or should I just remove that section from the posting form in my theme?

Meld Forums > Configurations > [active configuration] > 'Options' tab
Simply uncheck 'Allow file attachments with messages'.
Note that this isn't theme's based setting, and you can add a custom configuration to any Conference or Forum (so some can have attachments, while others do not).
